System's skyline padding no longer affects vertical spacing because the systems are not finalized until after vertical spacing (so that we can do stretching within systems at the same time).
It may be possible to add a feature to skylines so that padding is added at comparison time instead of when the skylines are built. That might resolve the issues raised on the bug list.
