This is now fixed in 2.13.47. I'm not sure exactly when it was fixed, but
it is fixed now.
The output from the regression test is long, so I don't think we really
want to move it to input/regression.
I've attached a shorter version of Boris's regression test (it uses \repeat
unfold {}).
