Hmm. I'm going to say "patch-needs_work", not because the patch doesn't
work, but rather because I'd like somebody to go to the next step. Should
we change the current weighing of cells vs. time? Can we see any actual
cases where the "time" field makes a difference?
(I just tried it with the optimization in 1211, and the regtest checker
didn't report any changes in time!)
I might come back and look at in this in the coming week(s), but if anybody
else wants to take a whack at these questions, that would be great.
