skipTypesetting skipping more

Without skipTypesetting the following snippet delivers three lines. 
With skipTypesetting it used to deliver two, 
skipping the forced break at the dashed barline. 
  
  
Since 2.13.43 it delivers only one line, skipping *both* forced breaks.
