That's a fairly minor placing issue, whereas 1472 was an example of
music and key sigs being placed right on top of a multi-measure rest,
so they're not the same, IMO.

Sure it's a problem. It make Lily's output less readable. I won't
attempt to rate it w.r.t. other spacing problems. I wouldn't want it to
have any effect on the release of 2.14 for example.
