It prevents a line break, due to some event being kept alive
It's a problem with creating a Glissando which is later discarded: since only visible glissandos have an announce_end_grob () call, the Spanner_break_forbid_engraver ends up with an imbalance in running_spanners_ (the rogue Glissando is never erased, thus forbidBreak gets set at every timestep following the glissando).
