Closely related to issue 1625.
In each case, I think desired behavior is to ignore the Stem-direction of
the rests when placing tuplets/slurs. (Rests do not have stems, of course,
but LilyPond considers them to have a Stem-direction the same as a note on
the center of the staff.)
Somewhat related to issue 1410.
