New issue 1679 by [email protected]: textspan can end prematurely when
entering an empty bar

In lilypond 2.13.63, if \startTextSpan is in a non-empty bar and
\stopTextSpan is in an empty bar, the end of the text span is shifted to
the last non-empty bar.
In the attached lilypond source code and generated PDF all the text spans
should be 6 bars long, and in the cases of all non-empty bars, empty
followed by non-empty bars, all empty bars, and non-empty/empty/non-empty
this works; but in the case of non-empty bars followed by empty bars the
text span is shorter than it ought to be.
