New issue 1690 by percival.music.ca: old announcements+changes on website

It would be nice to keep a list of old announcements and CHANGES/news
documents; currently that info isn't on the new website and will be lost
if/when we remove the old website.
This might take place in a "old changes" manual, but it's probably easier
just to have a specific html directory for them. Of course, that directory
should be accessible somewhere, quite possibly in a "website media" git
repository.
Relevant issues are 980, 1004, 1272, and probably others. ETA 30 hours.
Talk to Graham before beginning, because there's a lot of explanations and
balls to juggle. Also, it might be good to postpone until GOP has
discussed the "git repositories" issue.
