New issue 1695 by [email protected]: Clef change placed outside score

I cannot confirm this problem. No matter how I try to open or edit the .ly
file (in ConTEXT or in emacs), when I try to compile, LilyPond chokes, and
the log has multiple "invalid UTF-8" lines. Here's the file as submitted:
