I would begin by looking at
Documetnation/es/GNUmakefile
Documentation/GNUmakefile
What's the difference between how changes.tely is treated, vs. how other
manuals are treated? How does the English changes/ get built, and why
isn't the es changes/ being build in exactly the same way?
