New issue 1707 by percival.music.ca: add python -tt to build system

We now have a policy of not accepting python files with tabs for
indentation, and all old files have been adjusted to match.
We should add "python -tt" to the build system to avoid such errors in the
future. (when creating .py files in out/scripts/ and/or out/python/ )
