New issue 1743 by [email protected]: lilypond-2.15.4-1.mingw.exe does not
install PATH on Windows 7 SP1

Self explanatory.
After a clean install of lilypond-2.15.4-1.mingw.exe on Windows 7 I noticed
that I could not run the exe and saw that PATH was not showing the LilyPond
path and I had to add it manually.
This was not an issue for all versions prior to 2.15.4
Phil also noted the issue (and I think he has XP)
