This was discussed with Mike Solomon and myself while doing the
documentation for footnotes.
I am putting it here so that others are aware/have easy reference.
Footnotes cannot currently be attached to
Clefs
Barlines
Key signatures
TypeScripts or MMRs
and no markups inside an \header { } block
