Cropping whitespace is certainly good. I'm not certain what effect you'd have from shrinking it in a graphics program; if you're not careful, you might lose resolution.
Are we using the "width" parameter of texinfo's @image command? That might help with the PDF size without making the png in HTML look fuzzy (or vice versa, I can't remember which way around this goes at the moment).
