I think I figured out what this patch is trying to do.
It is not a problem with the extent of the bar-line as drawn, but rather
how bar lines are placed.

The patch makes the bar line lie
1) over the long lyric "through" (see comment 13 and so on issue 1229) and
2) to the left of the double-flat on the note that comes after the bar line
