New issue 1959 by [email protected]: Spacing a last-ragged-bottom page

Request that the final page of a \bookpart, with the default ragged-last
bottom = #t, be spaced vertically in a way similar to the previous pages.
Currently, most pages are stretched vertically to flush the bottoms, while
the final page is not stretched at all.
