Just in case this gets unfixed, I'm arguing it is invalid
PATH was not showing the LilyPond path and I had to add it manually.
The installation instructions <http://www.lilypond.org/windows.html> say
that users manually add ...Lilypond\usr\bin to their PATH at their option.
