It should be deleted; we use Documentation/included/authors.itexi instead.
When it is deleted, make sure the GNUmakefiles and/or GUB is updated so
that it doesn't fail to compile due to expecting to have that file there.
ETA: 30 minutes if you're familiar with build systems.
