Patch-new is required. Period. We want the actual Rietveld patch to be
tested before it moves to staging. Once it semiautomatically moves to
Patch-review (and you can run testing-patchy yourself if you feel like
you are in a hurry), you can speed up the process by resetting to
Countdown, or even pushing to staging. But we want testing-patchy to
have seen something close to what gets committed.
