We see the problem if we use \paper {ragged-right = ##t }
I reported the same bug recently, and concluded it was issue 14
http://code.google.com/p/lilypond/issues/detail?&id=14
but that issue has been closed based on documentation.
I'm not sure whether to re-open issue 14, or starting another that links to it.
