You're right.  Looking in the source I see I had already
noticed this problem early in 2008, when 2.10 was
still the current stable.  This comment was added:

+TODO Find a simple example
+@c This isn't a valid example with skylining
+@c It works fine without padText  -td

I thought it seemed familiar!  Shows we need to raise an issue
rather than relying on comments in the code.
