Why is this on four pages, it seems to fit on three.
This is with v2.17.12
This is more an observation than an explanation, but it does seem partly to
answer the question.
If you set ragged-last-bottom = ##f then it fits on 3 pages. If you don't,
then ragged-last-bottom = ##t. I think with a 3 page layout, the last
system is right at the bottom of the page, and therefore LilyPond considers
it not ragged.
