I am not a Windows user, but I guess musicxml2ly is also in that LilyPond
bin directory? (It's a Python script). I am sure one of the Windows users
on this list can tell you more.

I find that if I add the path to the lilypond bin directory to PATH, then
typing muxicxml2ly runs muxicxml2ly. It's not too hard to check yourself,
