I'm still not sure how to process this in terms of reporting this as a
'LilyPond Bug' can anyone offer some advice other than just creating a
tracker and cutting pasting the email from Andreas in it?

It looks to me like the test suite is a LilyPond product, so a tracker
including the patch should fix it.
