This feature is rather new (doesn't work in 2.18.2 yet).
If you look a bit further down, in  "Fonts explained"

, you'll find a few examples demonstrating how to use OTF old style figures,
true small caps etc.

A simple example comparing fake \smallCaps to true OTF smcp:

\version "2.19.81"

\markup \column {
  \smallCaps
  "Caps And Small Caps (Fake)"
  \override #'(font-features . ("smcp"))
  "Caps And Small Caps (True)"
}
