IMO it’s really a bug for the following reasons:
1. The behaviour of \magnifyStaff is inconsistent, it depends on the
order of staves.
2. There are several horizontal spacing issues (position of clef, bar
lines/span bars, …) that are really ugly, therefore \magnifyStaff is
practically unusable in these cases.
I cannot imagine that Mark (who wrote that function) intended either of
these. According to the doc string a change in horizontal spacing *is*
intended but there haven’t been any regtests that test simultaneous
staves of different sizes.
Of course, maybe I’m wrong and \magnifyStaff wasn’t intended for these
use cases (f. e. piano parts in chamber music) but that’s the main
purpose I would use it for if I could.
