in tab, stems randomly cross or avoid note numbers in chords when avoid-note-head is false

As per the attached .ly and resulting image, in tabulature, stems randomly 
cross or avoid numbers representing notes in chords when avoid-note-head is 
false. 
In my opinion, the stems should be "hidden" behind the numbers. 

Behaves the same with both last stable 2.24.4 as well as development 2.25.27.
