Yes, this is a known problem with Make on Windows. I believe it has been corrected in the current development code, which will be soon released as Make 3.81. You can try fetching the latest release candidate from this URL: ftp://alpha.gnu.org/gnu/make/make-3.81rc2.tar.gz The file README.W32 includes instructions for building Make on Windows.
