To clarify: when I originally spoke about APR, I was not suggesting
that GNU make actually incorporate and use APR but just that useful
bits of library-loading code could be stolen from it. And I assume the
same could go for libltdl. It might be worth at least looking at these
just to make sure you don't paint yourself into a corner API-wise
vis-a-vis HPUX or OS X or whatever.
