Details:
Please bump the gettext version for the AM_GNU_GETTEXT_VERSION macro within
the autoconf script (configure.in) from the current 0.14.1 to 0.18 to resolve
an issue with the autoconf macro not being able to find the iconv/intl shared
libraries on OpenBSD and staticically linking.
