Sorry, but I didn't understand that.

For the current options, I definitely want to allow for multiple
instances without an error.  Consider if some setting for -O was defined
in the MAKEFLAGS environment variable, and another setting was defined
on the command line, for example, overriding it.  This is a common and
expected situation and we don't want to throw an error.
