[PATCH 09/27] man/curs_kernel.3x: State ncurses's `napms()` limit in "NOTES" section.

While already documented in the "DESCRIPTION" section, this is "an
implementation detail[] of significance to the programmer but which [is]
not standardized" (ncurses(3X)).
