I don't see the connection between your question and the text you quoted
above it.

Perhaps "track copyright" is ambiguous: the AUTHORS file (and also
the ChangeLog file) keeps track of who wrote what.  This is "copyright
information" useful for enforcing the FSF's copyright and proving that
the FSF has the right to distribute Parted.

BTW: when you submit a patch, your patch should include changes to
ChangeLog and AUTHORS.
