Yes.  But all files (if any) on that partition will be destroyed.

No.  Nothing else on hdb will be affected, just hdb3.

I have no idea.  Just try it.  Move any files you want to keep from 
hdb3 temporarily elsewhere, make the new file system, put the files 
back (if any), and see if Windows recognizes it.
