I doubt every PO files would arrive quickly, so maybe we could release a private tarball, wait a week and integrate PO that arrives during that week, while any message change would be frozen, and then at the end of the week release the public package. PO that arrive after that week would go into the next version (or just in SVN during some time if for the next version the PO arrive quickly enough). We also should allow ourselves to release versions without any translation delay if data safety is concerned.
