I am requiring gettext-0.18 after all (note that this affects only those who build from git-cloned sources, not those who build from a distribution tarball). Otherwise, when one installs 0.18, currently that would render the project unbuildable from git. This is due to an interaction between the bootstrap script and gnulib-tool.
