To my knowledge, the problem of "failed to inform kernel of partition
changes" continues with parted-2.2.
Based on reports from users of GParted, the problem first appeared after
parted-1.8.8 with some development snapshots from git (e.g.,
parted-1.8.8 + development code in git) and parted-1.9.0.
Several attempts have been made to address this problem, but none appear
to have been able to eradicate this bug. I believe that most recent
attempt to resolve this problem is the following parted git commit:
libparted: avoid race in informing the kernel of partition table changes

This above commit is included in the parted-2.3 release.
Would you be able to test again using parted-2.3?
Unfortunately the problem does not reliably occur on all computer
systems, which has made this bug very elusive.
