Sure, though I personally think that it would be nice for scrolling to
work by default under all circumstances. Also consider that readline has
quite a few options and it might not be clear to all users that working
scrolling in one-line terminals requires extra configuration (case in
point: myself).

I'm generally wary of automatically changing the default value of user-
settable options without any user intervention, but it's certainly worth
considering for this case. I prefer that applications (or users) configure
the environment that suits their needs.
