stty and the -F switch

Am I to expect the same result from these two commands?

elf@florence ~/src/perl > stty -F /dev/tty1
speed 9600 baud; line = 0;
-brkint -imaxbel

elf@florence ~/src/perl > stty < /dev/tty1
speed 38400 baud; line = 0;
-brkint ixoff -imaxbel
