You probably know this already, but the 'next' ('second') relative term   
is incorrectly in the date command in sh-utils 2.0.  It was correct in   
the versions prior to 2.0.  In 2.0, 'next' gives the same results as   
'this'.  ('second' gives the same results as 'first'.)

    Mon Dec 27 17:17:10 EST 1999
#date -d "this tuesday"
    Tue Dec 28 00:00:00 EST 1999
#date -d "next tuesday"
    Tue Dec 28 00:00:00 EST 1999    (wrong)
#date -d "first tuesday"
    Tue Dec 28 00:00:00 EST 1999
#date -d "second tuesday"
    Tue Dec 28 00:00:01 EST 1999    (wrong)
#date -d "third tuesday"
    Tue Jan 11 00:00:00 EST 2000

We needed to upgrade to 2.0 from 1.16 because 'date -d yesterday' was   
incorrect.
