I've noticed that months with 31 days do not properly figure out the
previous month:

% date --date "05/31/2000 1 month ago"
Mon May  1 00:00:00 EDT 2000

It appears to just subtract 30 days and give back a result.  Any month
having 31 days appears to do this.  Any suggestions (besides writing
code to figure out what the current day is) or is this is a bug to
be resolved?
