When I create a file, it uses the UTC date instead my current local time
which is EDT. For example, I will touch a file called "frank.out" and then
do a date command. Notice the difference in dates between the file and the
date command. Is this a bug or do I have something Miss-configured? Please
advise. Thanks Frank Nelson
