Thanks for the report, but I think that's correct --
at least in that it corresponds to the documentation for %w and %W:

>From the texinfo documentation:

  `%w'
       day of week (0...6) with 0 corresponding to Sunday

  `%W'
       week number of year with Monday as first day of week (00...53).
       Days in a new year preceding the first Monday are in week zero.

  $ date --help|grep -i %w
    %w   day of week (0..6);  0 represents Sunday
    %W   week number of year with Monday as first day of week (00..53)
