`date' seems to offer no way to specify a date/time in one timezone
and print it in another.  It interprets the -d argument in the time
zone specified with TZ.  This is not very useful.

Can you please add an argument for specifying the time zone for
printing, and another argument for the time zone for the -d or -s
argument?
