To change it for just one regular user, you can set the TZ environment
variable in a suitable login script. See tzset(3) for suitable values.
There's also a program called tzselect(1) which can help you construct
a suitable value.

To set the system timezone, use tzconfig(8). This is probably somewhat
system-dependent, though. If you need more information, perhaps you
can indicate what OS you are running.
