[Bug-tar] Patch missing: Increased verbosity for "--newer" in 1.15.1

When I use "--newer", I get "file is unchanged" messages for each unchanged file.

I checked 1.15.1 for the patch that Sergey gave in <http://lists.gnu.org/archive/html/bug-tar/2005-03/msg00001.html>, and it's not in create.c.

Since that's a few months back, I'm assuming that it's missing from 1.15.1 as an oversight.
