-o invalid=action only applies to filenames found inside POSIX.1-2001 extension
headers.
POSIX.1-1988 TAR does not include a method to deal with this kind of errors.
If you like to tranfer file names between systems/users that use different
codinh, you need to use POSIX.1-2001 extensions
