But I'm still a bit lost about your concern. Are you worried that GNU 'tar' would copy classified data to the "unused" areas of the tape, even when all the data that it copies to the "used" areas of the tape is unclassified? I don't think GNU tar would do that: it should copy zeros to all the "unused" areas.
