It may not be bad.  But it is a waste of time for the translators if 
the program does not get used by anyone -- well, hardly anyone.

More importantly: it does not work.  When translating some of 
genfile's messages and installing the result, the translations 
don't appear when running 'LANG=nl_NL tests/genfile --help'.

(Changes made at the same time to tar's messages do appear when 
running the corresponding 'LANG=nl_NL src/tar --help'.)
